Certificate of Freesale for Plant Protection Products

A Certificate of Free Sale is an attestation that a plant protection product (PPP) complies with Regulation (EC) 1107/2009 and may be freely sold in Great Britain (GB) and Northern Ireland (NI), and can be exported to countries which may not have their own regulatory regimes. There is no charge for this service provided by the Health & Safety Executive (HSE).

The certificate allows for additional information to be added, such as manufacturing sites, exporter, and distributor. This information is optional at the request of the exporter, but can only be placed under the section that reads 'The following information has been supplied by the applicant and has not been verified by the Health and Safety Executive'.

Certificates are embossed with the official HSE seal and issued within three working days of notice.

You should not need a certificate of free sale to export plant protection products between countries within the EU.

Export only Statements - PPPs

HSE can provide two 'export only' statements to assist in the export process with non EU countries. These statements are listed below and will contain information that has not been verified by HSE.

Export statement - active substance only

For the export of an active substance (raw materials) where the active substance does appear in products authorised for use in Great Britain and Northern Ireland, for example: an export of the raw materials rather than a formulated product.

Export statement - product not registered or substance not authorised for use in Great Britain or Northern Ireland

For the export of a plant protection product not registered for use in Great Britain or Northern Ireland, or export of an active substance (raw materials) where the active substance does not appear in products authorised for use in GB/NI.

Templates are provided below. The certificate allows for additional information to be added such as manufacturing sites, exporter and distributor. This information is optional at the request of the exporter, and can only be placed under the section that reads 'The following information has been supplied by the applicant and has not been verified by the Health and Safety Executive', as this information cannot be verified. Statements will also carry the official HSE seal and will be issued within three working days of notice. There is no charge for this service.

Your request must also include:

  • Details regarding the product to be exported. Where your request is for a certificate for a product authorised for use in GB/NI, the product reference (MAPP) number is sufficient. However, for products or active substances not authorised in GB/NI you must submit a copy of the label in English. If this is not available, you must provide a brief summary of the contents of the product to be exported and the intended uses of the product.
  • A declaration that the information you are providing is true and correct. This following statement must appear in your request: 'The contents of this request are true and correct, and the information provided is entirely the responsibility of the applicant company.'

Remember to complete all the information you wish to appear on the document, above and below the statement that reads 'The following information has been supplied by the applicant and has not been verified by the Health and Safety Executive.'
