Duties and responsibilities: Overview

These pages contain practical guidance for duty-holders in the GB chemical supply chain on how to comply with the GB CLP Regulation.

This guidance covers:

  • identifying your role in the GB supply chain
  • complying with the GB CLP Regulation

What you need to do will depend on your role in the supply chain and whether your business is based in Great Britain (England, Scotland and Wales), or in Northern Ireland and directly supplying chemicals (qualifying NI goods) to the GB market.

GB-based businesses, and NI-based businesses directly supplying chemicals (qualifying NI goods) to the GB market, should understand their duties and comply with the GB CLP Regulation.

If you are supplying the NI market, guidance is available from HSE Northern Ireland (HSENI)[1], you must comply with EU CLP.

Identifying your role in the GB supply chain

In Great Britain, a supplier can be a manufacturer, importer, downstream user, or a distributor (for example, a wholesaler or retailer). For Northern Ireland, the definitions of the businesses supplying directly to Great Britain are different. These differences are explained in the duties of NI-based businesses directly supplying chemicals to the GB market guidance[2].

The GB CLP Regulation defines the different actors/roles in the GB chemicals supply chain. You should understand the role you play in your own supply chain. More information can be found at the links below:

Complying with GB CLP

Under the GB CLP Regulation, duty holders must submit information to HSE (as the GB CLP Agency) to comply with the GB CLP Regulation as follows:
