Approved Design Standards and Specifications (March 2005)

Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2004 (the Carriage Regulations)

The following European standards and specifications are referenced in Chapter 6.2.2 of the 2003 text of RID/ADR for use throughout the European Union.

These standards are current for new pressure receptacles which meet the requirements of the regulations. These also include standards for new fire extinguishers made in accordance with the requirements of schedule 2 (SP594).

Standards recognised by the competent authorities of Member States as meeting the basic design and construction of RID/ADR may also be used under the Carriage Regulations for the transport and use of transportable pressure equipment throughout the European Union. Once approved they will be added to this list of approved standards and specifications.

Standards for UN certified cylinders are those listed in Chapter 6.2.2.1.2, 6.2.2.1.3 and 6.2.2.3 of the 13th edition of the UN Model Regulations.

Markings

There are no standards in respect of markings at present.

Inspection at time of fill (including Pressure Drums)

One of the conditions of use and maintenance ensuring the continued conformity of transportable pressure equipment is that the equipment be 'filled in appropriate filling centres'.

For transportable pressure receptacles the appropriate filling centres are the centres which apply the relevant standards relating to the inspections at the time of filling, or any other equivalent procedure.

HSE recognises the following standards and specifications as appropriate practices for inspection at time of fill for transportable pressure receptacles.

Design, construction , and initial inspection and test of UN certified cylinders

ISO 9809-1: 1999 Gas cylinders - Refillable seamless gas cylinders - Design, construction and testing - Part 1: Quenched and tempered steel cylinders with a tensile strength less than 1100 MPa.
NOTE: The note concerning the F factor in section 7.3 of this standard shall not be applied for UN certified cylinders.

NOTE 1: In the above referenced standards composite cylinders shall be designed for unlimited service life.

NOTE 2: After the first 15 years of service, composite cylinders manufactured according to these standards may be approved for extended service by the competent authority which was responsible for the original approval of the cylinders and which will base its decision on the test information supplied by the manufacturer or owner or user.

ISO 11120: 1999

Materials

In addition to the material requirements specified in the pressure receptacle design and construction standards, and any restrictions specified in the applicable packing instruction for the gas(es) to be carried (eg packing instruction P200), the following standards apply to material compatibility.
